Will you help me with a Dreamweaver problem?

I am designing a page and have run into a small problem. I have an image that has two "tabs" on the top to switch from one subject to the next. To do this, I just creates a hotspot and give it a "swap image" behavior. On the first tab, I have a list of people and want people to have the ability to rollover their name and have their picture appear. I also did this with hotspots and "swap image" behaviors. That brought on my problem. When the second tab is selected the hotspots for the names are still their. Therefore, a mouse can scroll over a complete different set of information and the individuals pictures are still being swapped. How do I remedy this? I already have a navbar on the page so I'm not allowed a second. Any amount of help will be greatly appreciated. As soon as I figure it out I will choose a best answer.
