How to tackle arrogant staff lower than you at ur workplace?

There is a receptionist here at my workplace, who is quite arrogant. i dont know what influences her arrogance as she is not much educated. she is not good looking either. all in all she is good for nothing. but she has got so much of attitude. There is no hierarchy. she doesn't have manners to speak. she doesn't look at u if go and speank to her.Actually if feel the reason behind her arrogance is that there are couple of id**iots here 1 driver and 1 PRO who are perverts, they are always behind her, trying to touch her. May be this is making her believe that she is very beautiful and behave arrogantly.
