In what state or province is seoul located?

Being the capital, it's also the biggest city of S. Korea. Not the largest, but it's one of the world's largest metropolitan cities. It's a "Special City" i.e. 서울특별시 Seoul-teuk-byul-shi, so it's administered directly by the national government.
