Car sub woofer is doing unwanted 'excursion' ?

Try it with the car not running if you haven't already because it could be picking up interference with the frame of the car. The cars engine and audio system are all tied into he same circuit/power source. If that's not it then try a different speaker, if it's corrected it your speaker if it's not corrected it could be your amp.
