Whats a black Irish person?

I've heard this a few times. I find it interesting. what does that mean? An Irish person that is not quite as white as most of them? And, are they treated any different in Ireland? I notice in most cultures, the people who are darkest in that culture are usually looked down upon. For instance: India, Korea, China, Cambodia, Mexico....oh, I almost forgot- America
