I know i screwed up but i can never bring myself to give up?

I really want to go to CU Boulder but i screwed up big time in high school. My sopre year ruined my overall GPA. Im not dumb in any way. Im a good writer so i could cough up a exceptional personal statement essay. My overall unweighed gpa is 2.7 and weighed it was 2.84 my sats are not so great i chocked. I got a 930 on the reading comp and math combined and 1320 with the writing included. Im going to take it again Im going to put in a lot more effort for studying. I did a lot of extra activities. I was on Junior Varsity wrestling one year and Varsity wrestling for three years i was in choir, theater arts and i volunteered in the hospital during the summer. I graduated top 50% and I am hispanic. I come from a ghetto community. (Im from salinas CA and its nationally recognized for lettuce production and gang violence) I took an AP course my junior year and i ped the AP test given at the end of the year.( Im supposed to get college credits or something i dont really understand the Advance Placement system) What are my chances of getting in to CU Boulder. I know for a fact that CU Boulder isnt that selective but its where i want to go.
